One factor for rising tuition is a drop in state funding. The Delta Cost Project has found data that suggests colleges have been raising their tuition to combat cuts in their appropriations from the state. These cuts have had major consequences for public universities that rely on the state for funding in order to cover the cost of a wide array of student services and amenities which has been growing over the last twenty years or so, and have caused colleges to take other precautions to make up for the lost finances--including raising tuition. This goes along with the idea that colleges are raising their tuition in order to combat other factors that are out of their control.
